Our commitment
The Brownsville Public Utilities Board (BPUB) is committed to ensuring that our website and the digital services we provide are accessible to all members of our community, including people with disabilities. We work continuously to improve the accessibility of our website to reach the broadest possible audience.
Conformance status
We aim to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA. These guidelines explain how to make web content more accessible for people with a wide range of disabilities, including visual, auditory, physical, speech, cognitive, language, learning, and neurological disabilities.
This commitment supports BPUB's obligations under the ADA Title II Web Accessibility Rule, with which all state and local government entities must comply by April 26, 2027.
Date of last review
The most recent accessibility review of this website was completed on April 27, 2026. We review accessibility on an ongoing basis as new content and features are added.
Known limitations
While we strive for full WCAG 2.1 AA conformance, we are aware of the following areas that may not yet fully meet the standard. We are actively working to address them:
- Third-party embedded tools. Our website integrates with vendor-provided systems including the customer billing portal, online forms, the meetings portal, and embedded video. We have engaged each vendor and are tracking their conformance commitments. While these are remediated, customers who experience barriers can use the alternatives listed below.
- Document accessibility. Some PDF documents in our online library predate our current accessibility standards. We are remediating documents on a rolling basis. If you encounter a document that is not accessible to you, please contact us using the methods below and we will provide an accessible alternative as quickly as possible.
- Live grid status data. Visualizations of real-time grid and reservoir data are accompanied by text equivalents wherever possible.

This website's conformance with WCAG 2.1 Level AA is assessed through a combination of:

- Manual testing with keyboard navigation and screen readers (VoiceOver, NVDA).
